Accelerating Spending of Remaining Funds from the American Recovery and Reinvestment Act

NIH and NSF have both issued notices of changes coming to ARRA awards to address OMB memorandum M-11-34. This memorandum instructs federal agencies to take steps to ensure grantees complete ARRA projects by September 30, 2013, and directed agencies to ..."revise the terms of Recovery Act discretionary grant agreements, to the extent permitted by law, to provide for reclamation of funds that remain unspent after September 30, 2013, absent a waiver issued by OMB pursuant to this memorandum."

Collaboration Made Easier by CTSA Consortium

The Clinical and Translational Science Awards consortium has established a website where researchers can post requests for needed collaborators to build out an idea or a project and look for opportunities to collaborate with others. You do not have to be at a CTSA institution to post or respond to posts. New collaborations and quicker progress on all projects is the goal. Projects on the site can be listed in one of two categories: 1) Developing project or; 2) Established project looking for others to join. Each project should address an interesting question in clinical or translational research, including but not limited to, preclinical research, clinical studies, biomarker development or validation, specimen studies, survey studies, methods development. The submission page has a link to an online project intake form with requested information tailored to the type of study.

NIH Discontinues Error Correction Window

Beginning with due dates on or after January 25, 2011, NIH, AHRQ and NIOSH will eliminate the error correction window from the application submission process. As of this date all applications submitted after 5 p.m. local time of the applicant organization on the due date will be subject to the NIH late policy and may not be accepted for review. In addition, any post-submission application materials will be subject to the new policy detailed in the NIH Guide Notice NOT-OD-10-115.

Federal Funding Accountability and Transparency Act

The Federal Funding Accountability and Transparency Act (FFATA) Enacted in September 2006 requires that information on federal awards be made available to the public via www.USAspending.gov. The impact of this data collection requires the University to report on first tier sub-recipients under federal assistance as the commitment is made to the subawardee. 

In the past you have been able to establish a purchase order in the University's SAP system without documenting a subaward has been executed by SRS. To ensure the University meets its obligations under FFATA SRS has asked Purchasing to ensure that all purchase orders for subawards have a fully executed agreement in place before any PO is approved. 

This new requirement takes effect immediately. If you have any questions about this new requirement please contact Debi Galloway at gallowdj@uc.edu.


NSF Addresses Upcoming Changes to Cost-sharing Policy

The National Science Foundation has posted a series of seven frequently-asked-questions concerning its revised cost-sharing policy, which goes into effect for proposals submitted or due on or after Jan. 18. These changes can affect committed support on the part of principal investigators.

Proposal Preparation Costs Allowable as a Direct Charge for Mentored Career Development Awards

Mentored Career Development Award (CDA) programs provide support with a goal of leading to research independence for an individual.  Research independence is achieved through applying for other research support. Consistent with these objectives, the National Institutes of Health (NIH) announces that it is allowable for effort devoted to proposal preparation for subsequent research support to be charged as a direct cost to a mentored CDA. This can be considered part of the awarded effort commitment of the CDA or an increase to that commitment within the allowable salary provided as applicable.

New NSF Guide Released

NSF has released an updated Proposal & Award Policies & Procedures guide that covers the proposal and award process. It is effective for proposals submitted or due on or after January 18, 2011. Proposals due before January 18, 2011 should follow the guidelines in NSF 10-001.

New Time Limit for NIH Resubmission Applications

The NIH will not accept a Resubmission that is submitted later than thirty-seven months after the date of receipt ("receipt date") of the initial New, Renewal, or Revision application. This policy will go into effect for Resubmissions intended for the January 25, 2011 receipt date and thereafter.

NSF Will Soon Require Data Management Plans

National Science Foundation (NSF) officials announced that on or around October, 2010, NSF will require that all proposals include a data management plan in the form of a two-page supplementary document. The research community will be informed of the specifics of the anticipated changes and the agency's expectations for the data management plans.

NIH Requires Electronic Submission of SNAPs Beginning August 1, 2010

NIH Makes xTrain Mandatory as of January 2011

Beginning January 1, 2011, the National Institutes of Health (NIH) will require the use of the xTrain Commons module to electronically prepare and submit the PHS 2271 Statement of Appointment form and PHS 416-7 Termination Notice for institutional research training, fellowship, education, and career development awards.

Grants.gov Error-Correction Window Extended

NIH, AHRQ, FDA and CDC are temporarily extending the electronic application error correction window (the time allowed after the submission deadline to correct errors/warnings identified by the eRA system) to five business days for all electronic applications intended for submission deadlines on and between January 25, 2010 and May 7, 2010.  The temporary five day window is being used to accommodate the January 25 transition to new application forms and instructions.

NSF Announces Revisions to NSF Proposal & Award Policies & Procedures Guide

Significant changes made to the PAPP include:

Addition of a completely new proposal certification to address the responsible conduct of research requirement of the America COMPETES Act; and

 

An entirely new requirement for PIs to provide a project outcomes report for the general public within 90 days following the expiration of the grant, to comply with the America COMPETES Act.

Submission of Outside Activity Report Required

Starting August 1st (per agencies policies) SRS will confirm the submittal of the Outside Activity Report (OAR) for all Primary Investigators (NIH) and Primary Investigators and Co-PIs (NSF, all other federal agencies) before a proposal can be submitted to an agency for funding.

New NIH process for Documenting Changes in Scope for Proposed Research Projects

Significant Changes in National Institutes of Health Peer Review Process

As calendar year 2009 begins, the massive grant review system at NIH will be undergoing conceptual and operational changes.  The goal of the changes is to fund research that advances the most important biomedical research while attempting to minimize the inherently conservative and bureaucratic aspects of such a group process.  Assuring the entry of more early stage investigators into the community of funded NIH grantees is also a goal.  The scope of the changes was announced in September 2008, but detailed guidance and firm implementation dates were not in place at that time.  Now that further details have been posted, below is a summary of the changes and an analysis of the issues researchers and sponsored program officers should consider going forward.

New F&A Rates Starting in FY10

A new facilities and administrative cost rate agreement will take effect at the start of FY 10 (July 1, 2009). The following rates will apply: Research 57%, Instruction 57%, Other 30% and Off-Campus 26%. The date of the new agreement is Sept. 15, 2008. See link below for full announcement.

New NIH Policy on Resubmission Applications

NIH has announce a change in the existing policy on resubmission applications. Beginning with original new applications (i.e., never submitted) and competing renewal applications submitted for the January 25, 2009 due dates and beyond, the NIH will accept only a single amendment to the original application.  Failure to receive funding after two submissions (i.e., the original and the single amendment) will mean that the applicant should substantially re-design the project rather than simply change the application in response to previous reviews. See link below for full text of the notice

Sponsored Research Services (SRS) is responsible for submitting proposals requesting support for research and other scholarly projects to funding agencies. Resulting awards are made to UC and SRS administers them on behalf of faculty and staff. Faculty and staff members who direct sponsored programs under university auspices are responsible for effective conduct of these projects. Collaboration between faculty, staff and SRS is critical to the success of UC's research enterprise. Sandra Degen established the Research Grants Advisory Committee to address faculty concerns related to sponsored administration processes.

eSNAP Tip from the eRA Commons Help Desk

Around the middle of each month the eRA Commons Help Desk gets an increase of eSNAP calls&.more calls around deadlines -- not a huge surprise. The most common eSNAP inquiry this month is related to a recently identified software issue where the error message "One of the fields under the months devoted should be more than 0" is triggering inappropriately. Even if numbers greater than zero in the calendar fields are shown in the Edit Business -> Key Personnel screen, under some conditions our system is not recognizing the values and triggers the inappropriate error message. This seems to be especially prevalent when all effort is recorded as "Calendar" months.

 

We will be addressing this software issue as soon as possible. In the meantime, the Help Desk has asked us to pass this tip along. We have found that changing the months of the first person (the PI) to 'Academic', clicking 'Save & New' and then changing the months back to calendar (as originally entered) forces the system to recognize the values and the error goes away.

 


Use of PubMed now Mandatory by NIH

NIH now requires all investigators funded by the NIH to submit or have submitted for them to the National Library of Medicine's PubMed Central an electronic version of their final, peer-reviewed manuscripts upon acceptance for publication, to be made publicly available no later than 12 months after the official date of publication. Processing FastLane Submissions

Submit access to any proposal you have created should not be given to SRS until the application is complete including the science.  To meet SRS's 5 day deadline, Investigators are giving access to SRS and then asking for a delay in  "pushing the submit button".  SRS does not have the staff power to keep track of proposals that are ready to submit and proposals that need to be delayed. 

 

Any FastLane proposal with SRS submit authority will be released to NSF as soon as Tana or I have reviewed and approved the proposal.  There will be no exceptions to this practice. 

 

If the science portion of your proposal is not complete do not give SRS submit access.  SRS will not be responsible for incomplete applications submitted to NSF because the science was not in its final form. 


Response to Comments on the New Internal Deadline

Not surprisingly, I received many comments and suggestions about the policy regarding the new internal deadline for submission of applications to Sponsored Research Services (SRS) five working days before the deadline. 

 

First and foremost, I want you to realize that I am very well aware of how each of us responds to deadlines, having been there myself.  But this internal deadline was put in place (after much consideration and discussion with the Research Officers) in order to protect the applicant.  The next round of NIH submissions will occur in the beginning of February with the requirement that all NIH grants will now be submitted electronically.  This means that on February 5, 2007 all NIH R01 grants will be due electronically.  The NIH expects about 30,000 grants to be submitted, and UC expects to submit approximately 200 proposals within two weeks of this deadline.  Most of these proposals will be submitted via Grants.gov.  It is unimaginable how Grants.gov (the federal site for electronic proposal submissions) will be able to handle this enormous response.  We do know that Grants.gov can take up to 48 hours to communicate an error in a rejected application.  Assuming the corrected application is resubmitted it may take another 48 hours to clear the proposal and receive confirmation the proposal was accepted.  Therefore, a 5 day deadline is absolutely needed.  And more importantly, this deadline will hopefully protect our investigators and ensure grants are submitted to meet the sponsor's deadline. 

 

And for those non-NIH grant applicants, we know that the NSF and other federal agencies are migrating to Grants.gov over the next year for all proposal submissions.  So FastLane and other existing systems will no longer be "time-stamping" proposal submissions to validate receipt.   Grants.gov will be the validation point.

New Internal Proposal Deadlines

Re:      NEW INTERNAL PROPOSAL DEADLINES

As you may know, the federal government has implemented its new electronic proposal submission system, Grants.Gov. Over the past few months, the Sponsored Research Services (SRS) office has experienced significant problems with these electronic research administration systems. UC has had electronic proposals rejected for missing agency deadlines and for incorrect information provided in applications. Unless we make changes to our current practices, the frequency of these difficulties is expected to increase as more and more agencies migrate to electronic proposal submission systems. 

 

Sponsored Research Services needs adequate time to review and approve proposal submissions. This is particularly critical in the case of electronic submissions, where a variety of technical difficulties arise in addition to normal review issues.  Effective January 1, 2007 all proposal submissions must be in their final form and submitted to the Sponsored Research Services office at least 5 full working days in advance of the sponsor's due date
