ONR Adopts Grants.gov for all FY09 BAA Submissions

Source: ONR Dear Colleague Letter

Front Page

ONR has been using Grants.Gov for receipt of Grant and Cooperative Agreement proposals over the past two years and considers the system to be sufficiently reliable and responsive that other forms of proposal submission are no longer necessary or desirable.  In that context, all ONR funding opportunities published as Broad Agency Announcements (BAAs) for FY 2009 and beyond will designate the Grants.Gov "Apply" function as the only acceptable means for submission of applications for Grants or Cooperative Agreements.

Full Story

ONR has been using Grants.Gov for receipt of Grant and Cooperative Agreement proposals over the past two years and considers the system to be sufficiently reliable and responsive that other forms of proposal submission are no longer necessary or desirable.  In that context, all ONR funding opportunities published as Broad Agency Announcements (BAAs) for FY 2009 and beyond will designate the Grants.Gov "Apply" function as the only acceptable means for submission of applications for Grants or Cooperative Agreements.

Funding opportunities will contain provisions to grant waivers to organizations which are unable to comply with this requirement or for which the use of Grants.Gov would be an excessive burden.  Prospective grantees from foreign countries may request a waiver if they are not registered in the DoD Central Contractor Registration (CCR) system as that system is integral to the Grants.Gov process.  Specific guidance on the waiver process is contained in individual ONR BAA Funding Opportunities.

It is hoped that this change will eliminate much of the confusion which currently exists with Grant Applications being submitted through multiple media and be mutually beneficial to ONR and our trading partners.

If you have any questions on this matter, please contact Mr. Frank O'Day at (703) 696-4510 or frank.oday@navy.mil
